Potemkinsches Bauprojekt zu Berlin – Urlaubszeit Bau(Un)wesen Eindrücke S21 & Crossrail

=> Hohe Deutsche Baukompetenz – staatlich verramscht.

Sehr geehrte(r) Bau(Un)wesen Interessierte,  Sehr geehrte Unterstützer (-in)

die Urlaubszeit bot für mich ein (er-)bauliches Kontrastprogramm. Im Juli sickerte über den Bundesrechnungshof durch was Alle erwartet hatten.  Stuttgart 21 wird über 10 Mrd teuer.Viel Geld für weniger Bahnhofskapazität.
Das gab mir in einem ARD PlusMinus Beitrag die Möglichkeit, vor ca. 3 Mio Zuschauern die grundlegende Fehlkonstellationen im staatlichen Ordnungsrahmen des Bauwesens zu thematisieren.
Kostenüberzug, Terminverschiebungen und Unzuverlässigkeit sind in der öffentlichen Wahrnehmung die Synonyme für Deutsche Baukompetenz geworden.

Hohe Baukompetenz öffentlich verramscht.

Für die Vorrecherche eines neuen Buches habe ich den französischen Bauchef (Bau Ing.) eines deutschen, industriellen Grossunternehmens interviewt das weltweit alle Werke und Bürogebäude selbst baut (100-200 Mio pa.). Seine Aussagen ins Mikrophon sind frappierend klar. Er baut nirgends lieber als in Deutschland. In den  fachlichen Regelwerken des Bauens in Deutschland sei alles gründlich vorbedacht. Unternehmen und Bauleute seien fachlich hoch kompetent.
Es würden bei ihm immer baulich begeisternde Bauwerke in der Zeit und im Budget enstehen. Die Baukompetenz in Deutschland sei vorbildlich hoch. Das bestätigt mir auch ein weiterer Interviewpartner, der Bauchef der gesamten Schweizer Verkehrsinfrastruktur. Für seine aktuelle 44 Mrd CHF Bauprojektvolumen auf dem Tisch, setzt er besonders gerne auf Deutsche Bau Fachkompetenz.
Anfang September war ich dann auch in London unterwegs. Dort kann niemand verstehen was von Deutschen Bauprojekten in der Presse berichtet wird. Die Engländer haben viel Probleme, die riesige und stark wachsende Infrastruktur in Schuss zu halten. Das Aussenhandelsdefizit ist riesig, denn es gibt keine industrielle Exportweltmeister-Wirtschaft als staatliche Melkkuh. Aber wenn in UK gebaut wird, dann schnell, im Zeit und Kostenbudget. Das sei die normale Erwartungshaltung der Öffentlichkeit.  Das ist die dortige Baukultur, wie sich schon bei der Londoner Olympiade zeigte.
Das Terminal 5 von Heathrow wurde in 5.5 Jahren Bauzeit im Budget fertig. Seit 2012 wird eine neue 100 km lange Bahnstrecke unter die London durch gebaut – Crossrail.  Dafür braucht es 10 neue Bahnhöfe. Bauzeit 8 Jahre und 16 Mrd Euro Baukosten.
Im Vergleich dazu sind die BER und S21 Projekte einfach nur beschämend. Und das liegt nicht an der fachlichen Baukompetenz in Deutschland. Wir könnten in Deutschland sogar besser bauen, wenn der staatliche Ordnungsrahmen das nicht verhindern würde.
Wie es um die Bau-Staatskultur bestellt ist, macht der in der TAB 10/2016 erschienene Artikel über das Potemkinsche Schlossbauprojekt zu Berlin deutlich. Dort ist man glücklich wenn 7 Jahr Bauzeit für den Neubau eines Museum reichen würden.

Das Resümee und die Perspektive.

Resümee:
Der Staat behindert gutes Bauen in Deutschland. Er fördert eine Baukultur die deutschen Bauleuten die Freude und den Erfolg an der Arbeit schwer macht. Er fördert Mehr-Kosten Baukultur,  statt eine Mehr-Wert Kultur im Sinne alle Beteiligten.
Perspektive:
Ich bleibe weiter dran auf Änderungen im staatlichen Ordnungsrahmen des Bauwesens hin zu wirken. Die Aussichten dafür sind noch nie so gut gewesen.
In den letzten Monaten hat sich die Unterstützerbasis wirklich fantastisch verstärkt. Durch den Erfolg meines Kerngeschäftes „Methoden für mehr Lebens- und Unternehmenswert“ kann ich noch beharrlich über viele Jahre hinter dem Thema bleiben. Politisches Aussitzen wird immer riskanter und ungemütlicher.
Im November bin ich wieder für ein paar Tage in Berlin. Ich werde auf Frau Hendricks sowie Herrn Kauder treffen und sie mit einem BauUnwesen Buch beglücken.
