Warum geht Bauen in Deutschland schief?
Drei mutige Autoren – Jürgen Laube, Hans Kranz und Bernd Hanke – haben sich mit diesem Buch zum Ziel gesetzt, (schonungslos) die Gründe dafür offenzulegen, warum die kostentechnische und terminliche Realisierung von Bauvorhaben in Deutschland oft schiefgeht. Hierzu haben sie eine Analyse des Bauwesens in Deutschland vorgelegt und dargestellt, welche Faktoren verantwortlich sind. Dass sie hierbei das bestehende erhebliche Korruptionsrisiko nicht berücksichtigt haben, stellt ein kleines Manko dar. Zur Verdeutlichung der Thematik bietet das Buch – neben den grundsteinlegenden Teilen – gut recherchierte Hintergrundberichte, unter anderem zu den aufsehenerregenden Großprojekten Elbphilharmonie und Flughafen Berlin Brandenburg. Dies führt dazu, dass das behandelte Thema – unterstützt durch gelungene Karikaturen – für jedermann nachvollziehbar ist. Als Ursachen für die teils desaströse Durchführung von Bauvorhaben benennen die Autoren als Hauptfaktor geschönte Budgets, die notwendig sind, um die Vorhaben politisch „abgesegnet“ zu bekommen. Aber auch die mit schlecht geplanten Bauvorhaben einhergehenden Nachträ- ge – die zudem durch nachträgliche Änderungswünsche verursacht werden – tragen zu ausufernden Kosten bei. An dieser Stelle verweist der Autor auf das Lukas-Evangelium (14,28-30), in dem bereits geschrieben steht, dass nur das gebaut werden sollte, was sich der Bauherr (finanziell) leisten kann, allerdings scheint dieser Grundsatz heute nur noch selten Gültigkeit zu haben. Auch die Überfrachtung der Planungs- und Bauprozesse durch Vorschriften, die noch dazu oft widersprüchlich sind, tragen zum Misslingen bei. Nicht zuletzt habe auch der (irrtümliche) Zwang, Bau- und Montageleistungen an den billigsten Anbieter vergeben zu müssen, einen Anteil am Desaster. All dies führt dazu, dass das Bauwesen zum tragischen und für die Steuerzahler zumeist teuren BauUnwesen wird. Im letzten Kapitel werden Verbesserungsvorschläge vorgestellt, die als Gegenmaßnahmen geeignet sind. Primär wird hierbei auf eine Anpassung des Untreuetatbestands (Untersuchung bei Budgetüberschreitung von mehr als 10 Prozent) und auf die Veröffentlichung von Informationen Rezensionen I 29 Scheinwerfer 72 | Transparency Deutschland | bezüglich Erstellung und Betrieb von Infrastrukturmaß- nahmen gesetzt. Beide Aspekte verdienen es, bedacht zu werden. Schließlich werden auch Überlegungen angestellt, wie das Bauwesen auf eine neue Version 2.0 weiterentwickelt werden könnte, um eine grundlegende Wirkung und Verbesserung im Bauwesen zu erzielen. Alles in allem ein gelungenes Buch!
